The wavy leaves distinguish this species from Castilleja linariifolia

Paintbrushes are semi-parasites, or hemiparasites, so are often found growing against or inside other plants. In the Southern Sierra Nevada, I've seen them equally standing alone and with a host. Below, with Sage (left) and Yerba Santa (Eriodictyon californicum)
